In order to deeply implement the strategic decisions of the CPC Central Committee and the State Council of the People's Republic of China to achieve carbon peak and carbon neutrality, control the growth of carbon emissions in urban and rural construction, effectively carry out the work to achieve carbon peak in this field, and accelerate the green and low-carbon transformation of urban and rural development, this implementation plan is developed in accordance with the “Notice of the Ministry of Housing, Urban and Rural Construction and the State Development and Reform Commission on the Release of the Plan implementation to achieve peak carbon emissions in urban and rural construction" (Jianbiao 〔2022〕 No. 53), "Opinions of the CPC Committee of Chongqing City and the People's Government of Chongqing City on the implementation of a complete, accurate and comprehensive concept of new development to ensure the work of achieving peak carbon emissions and carbon neutrality" (Yuweifa 〔2022〕 No. 8) and taking into account the actual situation in Chongqing.
I. General requirements
(I) Guiding ideas. Give priority attention to ecology, resource conservation and environmental protection, adhere to the principle of harmonious coexistence of man and nature, adhere to a systematic approach, coordinate development and security. Accelerate the transformation of urban and rural construction practices, improve the quality of green and low-carbon development, ensuring timely achievement of the 2030 carbon emission peak targets.
(II) Operating principles. Adhere to system planning and step-by-step implementation, strengthen top-level design, strengthen control of results, rationally determine the pace of work, and comprehensively promote the achievement of carbon peak. Adhere to the principle of taking into account local conditions, distinguish between urban and rural areas, and scientifically determine the requirements for energy conservation and carbon reduction. Adhere to innovation leadership and transformational development, enhance breakthroughs in key technologies, improve technological systems, strengthen institutional innovation, and improve the carbon reduction management system in urban and rural construction. (III) Main objectives. Carbon emissions from urban and rural construction are expected to peak before 2030. The level of energy saving in buildings and waste disposal will significantly increase, and the efficiency of energy resource use will reach the advanced international level. The structure and methods of energy consumption will become more optimized, and renewable energy sources will be used more fully. Progress in the transition to green and low-carbon urban and rural construction methods will be evident, and the situation of “large-scale construction, large-scale consumption and large-scale emissions” will be basically reversed. The integrity, consistency and organic nature of cities will be strengthened, and the problems of “urban diseases” will first be solved. The quality of architecture and engineering work will further improve, and the quality of the living environment will significantly improve. Green lifestyles will be formed everywhere, and green and low-carbon operations will be pre-implemented.
We strive to ensure that by 2060, urban and rural construction methods will be completely green and low-carbon, system transformation will be fully realized, a beautiful living environment will be created, carbon emission management in urban and rural construction will be completely upgraded, and people's lives will be even happier.

II. Building green and low-carbon cities
(4) Optimization of the structure and layout of cities
1. Optimization of spatial planning of cities. Closely adhere to the spatial development model of cities in the Chengdu-Chongqing region of “strengthening two megacities, optimizing two circles, constructing a main axis, developing two wings, forming three clusters, and connecting multiple corridors.” Focus on the leadership of the two megacities, strengthen the interaction of the two circles, promote the coordination of the two wings, coordinate the development of large, medium-sized, small cities and towns, promoting the formation of a compact, intensive and efficient spatial structure. Actively develop the construction of environmentally friendly and low-carbon cities, promote cluster development of cities. Stimulate the ecological restoration of cities, improve urban ecosystems, continue to improve the 109 kilometers of coastline of “two rivers and four banks” and clean up water bodies. Promote the construction of water-saving cities, carry out the renovation and reconstruction of old urban water supply networks, introduce zonal metering in water supply networks, increase the level of intelligent management of water supply networks, striving to limit the level of losses in urban public water supply networks to 8% by 2030. Promote the adoption of technologies such as smart microgrids, photovoltaics, storage, direct current and flexibility (PEDF), cold and thermal storage, flexible load control and virtual power plants, prioritizing the consumption of electricity from renewable sources and actively participating in demand response from the electricity grid. Actively introduce industrial finishing, promote the use of such components and technologies as integral kitchens and bathrooms, lightweight partitions, separation of utility networks and structures, dry construction methods, and promote the delivery of new residential buildings with full finishing. By 2030, the share of prefabricated buildings in the total volume of new urban construction per year should reach 40%. By 2025, the share of environmentally friendly and low-carbon building materials in new city buildings should be at least 70%, and by 2030 this should increase to 80%. Promote factory precision processing and lean management of construction materials, so that by 2030, the rate of material loss on construction sites will decrease by 20% compared to 2020. III. Creating green and low-carbon county centers and rural areas

The choice of sites for the construction of rural houses and villages must be safe and reliable, consistent with the terrain and preserve the ecological framework of mountains, rivers, forests, fields, lakes and meadows. Encourage the concentration of new rural houses in villages with developed infrastructure, favorable natural conditions, a full range of public services and beautiful landscapes, ensuring that rural settlements are natural, compact and orderly.
